Technical Services Director

Oversees planning and scheduling of district managed projects. Provides direction in assessment of existing facilities, including bridges, large culverts, pavements, safety & mobility projects and intersection improvements. Provides oversight of district Scoping / Environmental Section, district pavement design and drainage related issues that arise. Also oversees the Materials Testing section, evaluates and monitors high cost maintenance operations at the district.

JOB FUNCTION

Is responsible for planning and directing the quality control and quality assurance of various materials for all highway construction and maintenance activities in the district. Ensures district material sampling, testing and inspection is conducted in accordance with department policies. Directs and supervises all labs within the Fort Wayne District and the field inspection staff ensuring compliance with INDOT policy and practices. Certifies project sampling, testing and control of various materials for conformance with specifications. Makes recommendations and reviews test results to determine cause for performance problems.

Develops engineering policies and plans projects concerned with traffic studies, speed control, interchange justification, high accident locations, traffic flow, signal warrants and traffic control zones. Directs and supervises district signal, sign and marking operations ensuring compliance with all INDOT policies and practices.

Works directly with cities towns and counties that are awarded federal funds for Group III, Bridge, Group IV and Transportation Enhancement projects ensuring all federal requirements are met. He is the contact person for all federal aid projects in the Fort Wayne District. Works with Metropolitan and Rural Planning Organizations (MPO and RPO), Safe Routes to School (SRTS), National Scenic Byways and Indiana National Road Association (INRA). Assists the LPA Managers coordinating submissions of appropriate documentation from locals and consultants. Maintains constant communication with the multiple LPAs in the Fort Wayne District.

Responsible for all in house design projects for the Fort Wayne District.

Maintains constant communication with the LPAs to sustain project schedule and letting date accuracy and delivery. Responsible for the oversight of consultant and state designed projects. Coordinates all aspects of the design phase with other areas such as Real Estate, Utilities, Environmental, Permits, Construction, Contract Services, etc. Reviews state and LPA projects. Scores consultant letters of interest.

Coordinates all projects through the different stages of production. Support person for all Project Managers to ensure all projects are uploaded properly and in proper format. Track and store all information for each step in a database for all projects. Coordinate with the consultants the next step required in each phase of their projects. Track and pay all state and LPA invoices for construction engineering, preliminary engineering, bridge inspections and right of way engineering.
