THE HOUSING AUTHORITY

STATEMENT OF PROCEEDINGS FOR THE MEETING OF THE HOUSING AUTHORITY

OF THE COUNTY OF LOS ANGELES TUESDAY, MARCH 27, 2007 9:30 A.M.

Hearing to consider the Housing Authority's Agency Plan which consists of the

Five-Year Plan for Fiscal Years 2004-08, with an amendment to include goals relating

to the Violence Against Women Act and Project-Based Vouchers, and the Annual

Plan for Fiscal Year 2007-08 which updates the Housing Authority's program goals,

major polices and financial resources, including the Capital Fund Annual Statement

and Five-Year Action Plan, Admissions and Continued Occupancy Policy for the

Conventional Public Housing Program, the Public Housing Lease Agreement, and

Section 8 Tenant-Based Program Administrative Plan (All Districts); and adopt

resolution approving the Plan for submission to the U.S. Department of Housing and

Urban Development (HUD) and authorizing the Executive Director to take all actions

required for implementation of the Annual Plan; authorize the Executive Director to

execute all documents required to receive from the HUD $5,665,390 in Capital Fund

Program funds for resident programs, operating costs, and the rehabilitation of 1,461

housing units at 12 Conventional Public Housing Program developments throughout

the County; also find that the Plan is exempt from the provisions of the California

Environmental Quality Act. (07-0019)

Recommendation: Approve and authorize the Executive Director to execute amendment to agreement with Perno Paint Company and all related documents to increase the compensation amount by $68,317.50, from $74,060 to $142,377.50, for the purchase of interior paint for the maintenance of Housing Authority properties, on an annual basis, for a total compensation not to exceed $358,815 over the three-year period; and authorize the Executive Director to use a total of $74,060 in Conventional Public Housing Program funds and $68,317.50 in Capital Fund Program funds, both allocated by the U.S. Department of Housing and Urban Development, and

Hearing on amendments to the Marina del Rey Local Coastal Program which consists of the Marina del Rey Land Use Plan and Local Implementation Program which includes the Marina del Rey Specific Plan, a Transportation Improvement Program and related appendices to clarify the roles and responsibilities of the Design Control Board and the Regional Planning Commission in reviewing Coastal Development Permits for development projects in the Marina del Rey Coastal zone (4); also consider and adopt the Notice of Exemption and determination that the project will not have a significant effect on the environment, that the amendments are de minimus in their effect on fish and wildlife resources and that the Notice of Exemption reflects the independent judgment of the County. THE BOARD CLOSED THE HEARING AND TOOK THE FOLLOWING ACTIONS:

1. CONSIDERED THE NOTICE OF EXEMPTION TOGETHER WITH ANY COMMENTS RECEIVED DURING THE PUBLIC REVIEW PROCESS, AND MADE A FINDING ON THE BASIS OF THE ENTIRE RECORD BEFORE THE BOARD THAT THERE IS NO SUBSTANTIAL EVIDENCE THAT THE PROJECT WILL HAVE A SIGNIFICANT EFFECT ON THE ENVIRONMENT, AND THAT THE NOTICE OF EXEMPTION REFLECTS THE INDEPENDENT JUDGMENT AND ANALYSIS OF THE BOARD, AND ADOPTED THE NOTICE OF EXEMPTION;

2. MADE A FINDING THAT THE PROPOSED AMENDMENT IS DE MINIMUS IN ITS EFFECT ON FISH AND WILDLIFE RESOURCES, AND AUTHORIZED THE DIRECTOR OF PLANNING TO COMPLETE AND FILE A CERTIFICATE OF FEE EXEMPTION FOR THE PROJECT;

3. INDICATED ITS INTENT TO ADOPT AN AMENDMENT TO THE MARINA DEL REY LOCAL COASTAL PROGRAM PERTAINING TO THE ROLE OF THE DESIGN CONTROL BOARD AND DETERMINED THAT THE AMENDMENT IS COMPATIBLE WITH AND SUPPORTIVE OF THE GOALS AND POLICIES OF THE COUNTY'S STRATEGIC PLAN;
